I have the same problem, but it washes into the neigbor's yard which doesn't make them all too happy to clean up my soil on their walkways. Here is what I did to solve the problem. I got some weed block at the Lowes, the kind used as an under layment for patio stone, pavers or brick. I found the tightest weave possible. I cut about a three foot wide strip of it and filled it with small pea gravel, dug a little trench and rolled it like a crepe against the fence to fill the gap. Then I covered it up with more soil and mulch so it looked like a part of the garden, yet blocks the flow of decorative mulch, riverbed pebble and soil from flowing under the fence when the sprinklers go on or it rains. It has been working pretty well for about the last two years.

pull the dirt back a little and put a board in the back against the fence.the board will have to be a tall as the dirt is piled up!this works great!i have done it all the way around my yard for the same reason and it also cuts down on pesky animals being able to get in too!
