Hmm. How do you mean "clean up her act"?

Are you referring to the drugs? the living in sin with a much older man when she is so young? or the estrangement between her and the rest of your family?

Are you reliving unpleasant memories of your childhood, of engaging in sexual activities at too early an age and not wanting her to make the same mistakes?

Your niece can go either way. It sounds like she is a very passionate/emotional person, and is swept in the currents of those feelings.

I recommend being there for her. Talk to her without judging her. Don't give her money, but don't talk badly to her. Be a friend and a confidante. Don't tell her what the outcomes of her choices will be, instead, ask her what she thinks they will be. Ask her why she loves her boyfriend, what she wants out of life, etc. Be supportive and not judgemental. Just having someone to listen to her will go a long way in helping her choose a better path.
