Pretty much as long as their primary food source is liquid, whether bottle or breast. You can reduce the amount of air being taken in by your bottle fed baby by keeping the bottle tilted so the nipple is always full of formula (or expressed BM), rather than allowing air to be sucked in. You may also want to try bottles specially formulated for less air, such as Dr Browns. If the excess air seems painful, you might try a gas relief drop such as Gerbers or Mylicon.

13 weeks is normally when a child has only formula. Juice shouldnt be given until at least 4 months if you really need to. Formula is all a baby needs. If by windy you mean the baby has gas? There is over the counter drops you can put in the babies bottle to help with gas. Sometimes switching formulas helps too.
