There are a lot of speed drills you can do.

Check out some running magazines or their websites.

Let me give you one exercise that will sure to boost your take off time and quickness. I am Jamaican(and you know we're always in the olympics) by birth and i used to run track back so i know. My cousin was also was a sprinter and he showed me this exercise.
1. Find a wall
2. Face the wall and place both hands on the wall
3. Now, you're going to do some knee-lifts in running motion and push the wall at the same time this will increase your time. One more thing try doing this real fast and lift your knees as high as possible.

Make sure that when your hands are on the wall make sure your body makes a right angle with the wall and ground or floor.

unfortunately, a lot of it will be genes and natural ability. however, you can practice sprinting. work with a coach to improve your form and explosion out of the start. the more you sprint, the more your body will shape itself around the activity. For 40 yr runs, run more 80 and 100 yarders for practice.

Just keep trying! Practice makes close to perfect! (I go by a saying from Billy Joe Armstrong: We go to school to practice, and practice makes perfect, but nothing's perfect, why practice? (i just drop the last part))
