I guess you are referring to the language of Bangladesh as well as the state of West Bengal in India, which is Bengali. Variant pronunciations could end up being heard as "bangooli".

As a Bangladeshi I think the ! sign mean an expression. It is an exclamatory sign of exclamation. If some one asking a question wills not mandatory to know the answer, use this sign. I can explain batter if u put the whole sentence where u find this sign.
