There is, in (at least parts of) New Mexico (around Santa Fe).
I think using a headset is okay, though.

Yes, because people start driving crazy while they are talking on the phone. How can you be involved in a conversation & pay attention to traffic? I think there should be a law against women talking on the phone in grocery stores too!

Some states have laws against talking without a hands-free. It's distracting. plus, without a hands-free, it also means that you are driving with only 1 hand.

Where I live (as well in many other places) there are laws against this. You will be stopped and ticketed.

I think maybe. I used to use a hands free phone in my car and it was a lot safer.
