Am I allowed to with hold a portion of the rent because he's not making repairs?

You have the right to leave the apartment, that's about it. With no lease, if you piss the landlord off, he probably will just send you packing.

with no lease you are out of luck
However, if you can prove the conditions due to no repairs are it is a hazard to your health- see a doctor.
Get an affidavit from other tenants that certify they also are not receiving repairs

if the apartment is not legal for renting - like a basement- that owner is not allowed to rent and they cannot hold the deposit

if you have no lease, you can move out at anytime. i would suggest this, because if he wont make repairs now, what will happen when something major goes wrong with tthe place? That is a crappy landlord, because it is their job to fix anything major.

You cant just leave you have to give a 3 month notice..because you pay month to month..even if you got no lease...and because you pay month to month you are entitiled to get repairs done. if the damage is really really bad like water..gas.. necesities ...then you can leave because its things you cant live without..You should call the housing authorities...or just find a new place to live...

you need to contact the housing authority's in your area if you play your cards right you may get alot of cash out of this, call legal aide now
