Because one is a goofy face, it's hard to be sure. Most of the features both pictures have are different because of that funny face. Color can't really be compared because of big lighting and picture quality difference.s But one common trick is to measure the ratio of eye width to nose height. In theory these should reman pretty constant.
The basketball picture has a ratio of .881 while the goofy picture has a ratio of .667, which is different enough that I'd doubt they were the same picture. A more standard picture for #2 would make that easier, though.

The first thing I looked for, they aren't the same guy.
Differences:
Eyebrows: First picture's eyebrows are more horizontal and thinner.
Jowls: May be due to the lighting, but the second picture has more distinct jowls under the eyes.
Nose shape: The second picture's nose gets wider at a higher point than the first picture.
Lip thickness: First picture's upper lip is quite thin; second picture has thicker lips top and bottom.
Skin color: Again may be due to lighting, but I highly doubt it. First picture has lighter skin.
Sorry, they're probably not the same guy.
Edit: Well, you had me fooled- you're saying they're both you. I'll admit I'm a little skeptical. But anyways, I'll list the similarities:
Moles: (Moles are a good way to tell people apart) You have a small mole next to your right eyebrow and above your right lip.
Head shape: Both pics' heads are rather tall and narrow.
Eye color: Eye color appears to be very dark brown in both cases.
Eyelids: There's a little fold that shows up in both pics but is partly obscured in the second one.
Nose: At the top, both pics' noses have a narrow nose bridge.
Eyelashes: Neither pic has prominent eyelashes.
