How can I completely clean up something automatically pop up a browser window when I am running either IE or other internet browswers, I tried some softwares to block or clean it, it seems it doesnt work.. help!

not sure what all you have used to clean your pc but be sure to use
Adware, spybot and Microsoft Anti-spyware. Most of the time the problem lies with the use of the PC, if there are multiple folks who use the pc their internet browsing habits could create this problem.
as long as you keep your pc updated with the Windows update and scan your pc for virus and most importantly have a firewall... that helps out quiet a bit.
One last thing use the the yahoo or google tool bar that has the pop up blockers

if you have yahoo toolbar
then just next to search button pup up option button is there
select "Enable pop up blocker"
