Wal-Mart usually has good sarongs and shorts. I have found that to really get a good bathing suit, I have to spend around $50 or more. I got a wonderful one with good coverage and support at Dillard's.

Try Target. They have a lot of cute bathing suits there and they're not that expensive.

My girlfriend really likes jcrew (although that might not fit under your $50 limit). But they do have sales, and sometimes it's worth a shot.
