He is Nick Van Eede of the band Cutting Crew. Green Day also performed this song on Japan Tour (although ont popular enough)

It is by Cutting Crew- I think it was their only hit and it came out in the 80s. In fact, that is probably the only reason it was a hit- everything was good in the 80s!
