Check out all of the practical stuff first - aspect, micro-climate, soil type etc. This will give you an idea of what plants will suit the conditions. Also think about how much time, realistically , you're willing to commit to a garden bed - are you happy to grow a succession of seeds to keep the borders filled, or do you want things you can plant and leave year after year? Many people go for a mix of permanent planting with annuals added each year. Make sure there is always something interesting happening in the bed all year round, grasses and shrubs help provide shape and structure during winter months, and include winter-flowering / fruiting varieties too.
Measure the plot carefully and draw a decent size scale plan. If your artistic skills are up for it, sketch in plants to scale to fill the space. Or you can cut out and colour circles to scale (to match the colour and spread of particular plants) and move them around to get an idea of how to fill the space. I do this as my drawing skills aren't that hot!
Then take a look at other people's gardens. Either visit some of the many open to the public, have a look over your neighbours fences, or pick up some magazines and books.
Vist some garden nurseries, these also often have displays, as well as a good selection of plants that will suit your particular spot and gardening approach.
Have you thought about a native plant border? These can act as a wildlife magnet, attracting all sorts of beneficial birds and beasties in to your garden. They can be less labour-intensive and can be very attractive in their own right.
Finally, if you're in the UK, go to the BBC website gardening section and read, read, read!

Welp, first depends where you want it, sun plants, shade plants, raised bed, flat, and where your sprinkler system is located. If you don't have a system, make sure you've got a hose available, and if you don't want to water it everyday, buy and timer for the hose.
I've got mexican heather as a little bush in the middle. Gladiolas are poppin up to the right of that.
Dianthus is my border of it with Alisum in between. I've also got baby roses in a amoungst them and for height I've got a lot of
Snapdragons. (But that's only one of my beds, click on my name if you want to hear more idea with my other beds!) Plus a couple of cute stepping stones. A lady bug and welcome to my garden and a little squirrel I've had since I was little that was in my mothers yard growing up!
If you have a dollar store around sometimes you can get some cute yard decorations.....there much cheaper than one's that I've gotten at nursery's and just as cute.

If the bed isn't made yet. You can use brinks, piling, blocks, stones etc. Throw in some bags of topsoil and a little mulch never hurts. Buy your flowers depending on the sun available. Set the pots on the dirt first to kinda get an idea of how it's gonna look. Then have fun and start diggin'. Don't forget to water it after...if they look like there in shock....don't worry they'll perk up in a day or two.

it is relatively no longer a stable concept. Guinea pigs have susceptible spines and a harness can injure them in the event that they conflict to run or something. They shouldn't possibly be exterior except in a some style of enclosure for his or her secure practices.
