Actually what I make out of your question, what you are talking about is improving the page rank of the web page so that it comes up higher in the google search.. if that is the question then here is the explanation: let us assume that 10 different websites have link to your kitten website then the google crawler takes it as 10 votes and depending upon the importance and popularity and content of those 10 websites, the page rank of your web page would be decided automatically..
one way of doing that was through blogs but google has started overlooking blogs sites.. one famous example is of "Miserable Failure" which leads you to the biography of george bush...

First of all create a HTML page and upload your photo on net and attach your photo with any support site of yahoo or google that is used for voting. By doing so you will start getting votes.
