Try a reverse IP lookup

www.dnsstuff.com

You wont be able to "fine" it, but you should be able to "find" it or trace it back to where it originates from.

Just bear in mind many of the spyware and other programs or such originate from a source that is using a proxy...or in laymans terms a false IP address.

Unless you are familiar with identifing proxies or have a proxy checker its pretty much impossible to tell if the IP is a proxy or not as proxys read out like normal IP addresses but in reality are just someone connecting via a server or system that is a middle-man that then in turn you see that system or servers IP...again in laymans terms - a proxy makes your IP hidden and replaces it with a false one.

The IP 69.238.20.15 is registered to SBC Internet Services in or around Fresno, CA, an hour from Visalia.

That is most likely your DSL host; if not, someone may be attempting and/or have access to your PC.

Do a smart scan with:
Ad-Aware SE (www.lavasoftusa.com)
Do a scan with:
Spybot Search & Destroy (www.spybot.info)
Run a scan and save a log file in:
HijackThis! (http://www.merijn.org/downloads.html)
Then paste the resulting log in:
Hijackthis.de (Hijackthis.de)
And remove what is recommmended.

Hmmm... PacBell DSL

Initiating server query ...
Looking up the domain name for IP: 69.238.20.15
The domain name for the IP address is:
ppp-69-238-20-15.dsl.frs2ca.pacbell.net
Connecting to the server on standard HTTP port: 80
No response was received from the machine and port at that IP. The machine may be offline or the connection port may be stealthed.
Query complete.
