The only people who would think that, would ask a question such as this. You are using the word "we" rather loosely I would say.. Be careful how you word your questions

Some people may use that as a general guideline because the responsiblities of leading require so much time and energy to be invested.
It's not totally unreasonable to think that a good leader is good because they devote all their time to leading.
