I live in a town that has less than 900 people. What is a good business to start that has a low start up cost. What kind of businesses would you want in a small community.

It really depends on the community. I recently moved from a small community that relied heavily on college student dollars. The most popular businesses there were book stores, bars, cheap eateries, etc. What will work in one small town won't necessarily work in another.

Create a list of the businesses in town. Are there duplicate businesses? What seems to be missing? What types of businesses do really well? What does poorly?

Another route would be to do an informal poll of the townspeople. What would they like to see? Is there a business that they have to travel to get to or have to go online for?

Hope that helps! I wish you much success & happiness in all your ventures!

One good small business that many small towns need but don't have is the profession of dog groomer and border.
