Well, the rim size you listed is actually another tire size. What I think you're asking is, can you mount a 195/75R14 on a wheel that previously held a 205/75R14, and the answer is most likely yes.

The only exception would be if the wheel was intended for a much larger tire, and the 205/75R14 was just barely wide enough to mount correctly. In that case you might have a safety issue. But if the 205 tire was the original tire on that wheel you should be fine dropping to a 195.

your speedo will be off a little as the 195 tire will be a little shorter than the 205 changing the actual diameter of the assembly of wheel and tire
195- 75R14 = 195mm treadwidth on a 14 inch wheel where the height of the sidewall is 75% of 195mm or 146.25mm .
205 -75R14 sidewall height would be 153.75mm

Yes, but it will look a little funny. Try finding back a 205/775r14 tire
