The folks who make these decisions have decided that English is the most common language spoken and, therefore, most of the time it will be #1. However, many countries adapt the #1 to their primary or official language.
The whole movement to include alternate language options is simply to allow more consumers to feel comfortable at a given store or with a given company.

Because we live in AMERICA. Offering to "press" whatever for whatever language is a courtesy to those that can't speak English.
On that thought...if they can't speak English how do they know to "press 2".
No, I'm not that stupid...I know it asks it in Spanish too.

Since english is the main language in the US that is why it is first. It isnt racist. Then its the second popular language spanish and so on
