The best advice I can give is to call the county health department.
They should have a pamphlet or a web site that will explain exactly what inspectors will be looking for when they come to inspect your place.
I can only speak about California but the majority of the cost that you pay for an annual permit to operate a bakery pays for the annual inspection.
There also be different regulations for retail stores that bake on premisis versus a large baker that just bakes and does not have a retail store front.

Go online and using the search box type in "health and safety regulations for a bakery" but if you want you can type in the name of the state you live in because different states might have different health and safety regulations for a bakery I'm not quite sure. But I'm pretty sure some of the regulations are
1. All employees must wash their hands before leaving the restroom.
2. Clean kitchen (have a clean enviorment so no ants or insects can get inside food)
3. Always clean dishes, or any instrument customers use.
4. Employees must wear hair nets, aprons, and gloves.

You should talk with your local bakeries and you local Food and Health Department. If you have any trouble finding a number for them you should look in the phone book or call one of the cities offices they should be able to point you in the right direction, you might look into finding a Health Inspector and it would be wonderful if you could arrange to go on an inspection with them and by telling them that it is for a school project and that you are interested in learning the laws and regulations especially of a bakery they will probably be more than willing to help.

In my experience, the rules for the food industry are notoroiously inconsistent from county to county. I experienced two separte set of guidelines in a major city and a small town 30 minutes away, in a different county.
