OMG...I hate thinking about it, but I would say 16 is too early but seems to be accepted.
Girls don't REALLY start to mature enough to make those type of decisions until they are into their early 20's and the time clock starts ticking. Until then, it's more about lust and hormones and acceptance from men, which are the WRONG reasons and therefor they are still too immature for sex.
I've heard the phrase, "If they're old enough to bleed they're old enought o breed", and that's so not true. Their bodies are PREPARING for adulthood. It takes several years for the body to adjust to these changes and until they are GROWN adults, it's all emotions out of control.
Girls are out of hand now-a-days with sex and their bodies. It's kinda distgusting. The mystery and fun is gone. Teen girls are walking peep shows, and men (and boys) are taking FULL advantage of it. EW! I agree...if you have to ask...you're probably too immature for sex also.

The earliest age is of marrying age a woman should not have sex until she is married.

There is no "age." I have never heard of nowadays people doing it before their teen years, besides in cases of rape and such. But in tribes and foreign places they sometimes married much younger girls, as soon as they started menstruating, which varies from girl to girl and you probably know.

If you're asking the question as a kind of "go-ahead" from us, I'd advise you not to. If you have to ask this question, you're probably still developing an understanding of the world and therefore NOT READY to have sex.
