DAT files are data files which may contain anything. If you know the original program that created it, use that to open it. If you have not got a sausage about the origins, try a program such as IrfanView. If that still does not help, you can use a search engine with the keywords "DAT", "file extension" and "program" to find a match.

The is no one specific use of the extension of DAT, unlike EXE that is an executable, a WMA that is windows media audio, TXT a text file. All these well known file extensions have a consistant encoding structure and are pretty much universally as you would expect them to be. DAT just means "data", what that data is is completely up to who or rather what application created the file. For instance many game developers use this extension but for most they are mutually intangible.
So to solve your problem, depends where its from: The easist program is notepad, but don't expet anything that can be understood.

DAT file can be either a Data File belonging to some application. You need the respective Application Program to open it.
Or, it can belong to Video CD. If the DAT file belongs to VCD, then you can drag and drop it in Windows Media Player or any other Video Player Software.

Depends on the applications ,if it is of the video type then
right click >open with >windows media player.if it realted to text open it using text editor of your choice.
Usually Video cds have DAT format so if you have this type of CD then go for win media layer.IF you have kazza or emule then audio video files downlaing or hold for resumed are saved with DAT format.
