it's a question that's intended to make the listener think more carefully and deeply about something, and to understand it better, as opposed to the questioner just seeking an asnwer. it's kinda like, someone is tryin to figure somethin out, but is not actually askin a question, and then you ask them a rhetorical question, and they figure it out. you're tellin the asnwer to their mute question by askin them a question. hope you get it, i didnt explain it very well..

It means that you don't expect/want an answer to your question, and you are probably trying to make a point simply by asking the question.

it is a question that is asked for the sake of asking a question, but u really dont want it answered. it is a technique used in writing or conversation. i am trying to think of an example...hmm..."does this dress make me look fat?" u dont want an answer to that i guess! get it? :)
