The National Weather Service defines it as such:

Isolated Storm:
An individual cell or a group of cells that are identifiable and separate from other cells in a geographic area.

At this page:

it is seen that this corresponds to a probability of precipitation of 20% or less.

They certainly can cause problems such as large hail and flash floods though - some can be quite strong in a region where a capping inversion is inhibiting convection in an otherwise very unstable environment and a few isolated cells manage to break thru the cap.

An isolated shower is a shower(snow or rain) that does not
cover a large expanse of land. A thunderstorm usually occurs
in the summertime and is made up of small cumulus clouds
that expand over time and become very large. After they
expand to be very large, they give off a little rain. As the towering cumulus clouds continue to grow, an anvil of cirrus clouds spreads out at the top and extends ahead of the main clouds. The clouds are now cumulonimbus, and a thunderstorm usually follows.they can cause pain only if you have broken bones, rheumatoid arthritis, or if you get struck by lightning!
