Are you saying that "the Who" is the greatest band of all time? I would say that you are close... The Beatles were the best, the Who would probably be a close second.

I think there is no criteria to decide that.. It all depends upon your personal tastes and preferences... And even then, i cant single out any particular band to be the best.......
If you go by popularity it cud be Beatles....
If you like Rock it could be Guns n Roses...
For heavy metal - Metallica
