I like the previous answer (from Mac above) but I would expand on that a little. Instead of just a photo album...make a scrap book with photos, movie stubs, maybe some old love notes/letters from each other, lip prints (lol), special message, expectations for the future, aniversary and other special dates, and just anything significant, meaningful and unique that you two share.
Along with the book, get him some cool guy-friendly something to put in his dorm room that also gives him something to remember you by. I hope this helps. I think this should be nice.
Maybe also write a letter/card to say how proud you are of him for completing this step in his life and let him know/assure him, you will be there for anything he needs for the future.

The best possible gift to give, especially when you're low on funds, is to write a simple note (on a card) expressing how you feel.

I get a big basket, fill it first with ribbons or this stuff called "filling" which you can get at your local dollar store and fill the basket with his favorite things. Does not have to be expensive, his fave candy, deo, toothbrush, toothpaste, a pic of you two in a frame cool stuff like that. I've given lots of friends these and they LOVE them.

♥!well what i did was i went to build a bear and made a bear then u can dress it like what he wants to be or you could get only all white clothes and then write ur feelings 4 him on it but u should do it quick because he will be dioppointed if u didnt get him anything! hope this helps!♥

buy him alot of phone cards or starinary. tell him to use it to write you. get him a pic of you naked and hide it in his car where he will find it when he leaves.
