OK first of all, there are 4 cars in this one area of the track that you're referring to right? You never specified if these drivers are the top-4 on the track or if they're the only 4 on the track altogether. If either statement is true, then yes like everyone else has said before the answer would be 3rd.
Now here's the tricky part: let's say that three of those same 4 cars were on the lead lap with the 4th guy a lap down. Now the guy in 3rd would maintain position if passed by the lap car. You could also throw the lap car anywhere in the mix (like in front of or behind the leader or the guy in 2nd). In that case, the answer would be the 4th place guy would move up and swap places with the guy in 3rd. One more thing, if the lapped car is in front of the car in 3rd place (in between 2nd and 3rd) and passed, nothing happens except the lapped car loses his chances of getting that lap back.
Wait I'm not finished yet! Now let's say that there are more than 4 cars on the track. The simplest way to put it is: if any driver that is on the lead lap overtakes another car that is also on the lead lap, then their positions swap. If not, then nothing happens just lost time and ground for the lapped car.

The 4th placer meets up with the 3rd placer, they have a brief chat and eventually decide to switch positions. The 4th placer is now the 3rd placer and the 4th placer the 3rd placer.
The original 4th placer feels great because he's upped his level and the 3rd placer feels awesome since he can know get a nicer view of Ms. 1st Placer and her sister, Ms. 2nd Placer.
The first 4th placer decides he's in love with Ms. 2nd Placer and proposes. The two get married and they have a little one called "5th Placer". The 1st placer and the original 3rd placer become the god parents and all 4---I mean 5 of them live happily ever after, driving around on a little old race track.
