It can be done over generations by teaching kids the benifits of looking out for everyone and making a point of showing examples of places run like that and how great it is. Then the people that end up in charge won't get all greedy and ruin everyones life.

send all the poor people to live with the super-rich, the celebritites in hollywood, and the politicians! that should fix that whole poverty thing REAL fast!
