You use plastic polish. THe sell CD scratch repair kits like at wal-mart and they are pretty cheap, usually have about 2 grades of plastic polish. If you can get the plastic polish separately then that would be cheaper but i couldn't find it so i bought the kits. Then follow the directions. You have to rub in a circle. It really helped a lot for my CDs. This will not work if the damage is on the top but only if the plastic on the bottom is scratched and the laser can't read thru it.

i dont know about the toothpaste..sorry. but i think there's some kind of machine that you can buy to take the scratches off your CDs. im not sure how much it costs though, but im sure you could look it up online.
also, as weird as this is going to sound, whenever my DVDs are scratched i lay them in the toilet and flush it and for some reason, it always seems to keep the DVD from skipping. this may work for CDs also.

Gel toothpaste is used to clean a CD, but it won't do anything about the scratches. I think those kits are your better bet.
