Most likely the court which had jurisdiction over the divorce/paternity matter retains control over the issue. It MAY be possible to settle the arrearage for less than the whole amount. This will be between you and the mother (and the lawyers). IF an agreement can be reached, the court may issue a release of judgment lien or whatever order/document is in place requiring the payments. With the settlement, the State Department is in a position to issue the passport. You'll probably have to get through the court first.

yeah pay the child support or go to court to settle out.you will have tto come up with an agreement between you and the mother though.

If you can afford to go out of the country, ie need your passport, you can afford child support.
