No outsiders have ever won the World Cup. While there have been many upsets (eg Senegal beating France last time, USA beating England in 1950), to have won the World Cup you need to play up to seven games, and no outsider has managed seven upsets in a row.
However, quite often the second or third favourites have won it.
For example:
West Germany in 1954 (Hungary favourites)
England in 1966 (Brazil favourites)
West Gernany in 1974 (Holland favourites)
Argentina in 1978 (Holland favourites again)

England.
Portugal, Brazil, Argentina and Germany all had arguably better sides at the time. The best of them all was not even there, however Scotland made up for this by beating England the following year.

There have never been any real outsiders to win the World Cup.
The closest thing i can think of was Denmark winning Euro '92.
