No outsiders have ever won the World Cup. While there have been many upsets (eg Senegal beating France last time, USA beating England in 1950), to have won the World Cup you need to play up to seven games, and no outsider has managed seven upsets in a row.
However, quite often the second or third favourites have won it.
For example:
West Germany in 1954 (Hungary favourites)
England in 1966 (Brazil favourites)
West Gernany in 1974 (Holland favourites)
Argentina in 1978 (Holland favourites again)
