Chick-fil-A hires at 14 and 15 as long as you have a ride there. But you can only work until 7:00 during weekdays on school nights and until 9:00 on weekends and the summer. I worked there for 2 years, its a great place to start.

At 15, you're going to have more trouble with the business insurance of a company, than you will with government regulations. While it might be legal for you to work at a manufacturing company, many will not hire you, because you would not be covered by their insurance.
Government statutes usually dictate how many hours you can work in a day, rather than 'where' you can work.
I'd start with the local grocery stores, department stores, restaurants, etc. They are usually more flexible in their hiring than a manufacturing business.
Good Luck
