Spectre is the omnipotent being of DC's universe, while The Living Tribunal is god in Marvel's MULTIVERSE.

From what I have read, Spectre is a very powerful universal force - definitely God level. But considering his origins (which change frequently), he never really seems to act or live up to "omnipotence". He's always caught up with lesser events or people. I would say his short-sightedness, which is really a lack of grander thinking of his writers, keeps him from being of a truly "god-of-gods" scale.

Unlike Tribunal, who only comes out when beings who regularly create or destroy galaxies have disagreements that threaten the very fabric of all the universes within Marvel. ONLY THEN he shows his face. Faces. Whatever. Seems a much grander scale to me.

Also, why would anything that is omnipotent need a host body? Spectre went off to battle mages because he was convinced by a mortal that this was right. Why couldn't he come to this conclusion on his own? Why did he even need to battle? Omnipotent beings can simply undo the target out of existance.

Though He is sometimes compared to The Spectre of DC Comics, and was shown to have conspired with him to initiate the Big Bang that created the current Marvel and DC Universes....

it has been said that there is one who ranks above him, the One Above All (not to be confused with the leader of the Celestials, who also bears the same name), whose will he seeks to carry out. This being has never been fully described or displayed - it is generally accepted to be the supreme God of the Marvel Universe...

that said...Spectre and The Living Tribunal going toe to toe would not be allowed to take place.

When Thanos assembled the Infinity Gems into the Infinity Gauntlet, Eternity and other cosmic beings appealed to the Tribunal to oppose his actions, the Tribunal decided that Thanos had a right to do so, on the basis that survival of the fittest is a natural law.

So if a fight between Spectre and Tribunal did not threaten survival of the fittest as a natural law...on a good day the Spectre might have a chance...

But if Spectre threatens the multiverse and the balance to which The Living Tribunal is entrusted...and Tribunal passes judgment on crises that endanger the multiverse...he will hand the Spectre a can of whup-a*s*s. No contest.

The Living Tribunal would win this fight cus hes kinda judge , jury,and excuteioner there is no one higher then him. Where as the Spectre is in DC is only the warth of God and not a God himself. Tho Spectre is powerful and all he only seks vengance on evil done. The Tribunal is a god who balances outthe universe.
