It means, basically, soemthing written or said about someone (or something at a push) which is very flattering, positive and complimentary. It's usually used to refer to what you say about someone who's died at their funeral or in an obituary.
Simple use:
When I heard the eulogy at the funeral I was close to tears.
You can also use it as a verb to mean "Formally Praise Something", though it's not very common:
The man eulogized enthusiastically about the product his company had just put on the market.
Just out of curiosity, this isn't anything to do with Tool, is it?

this is the definition of the word out of what we in America call a DICTIONARY, its just a big ol' book with lots of words in it. u should really check one out.
