Assuming that you are using Windows XP/2000 then do the following: (note you are going to have to edit the registry.

Start > Run > type Regedit
Registry Key: HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\System
[ In most cases, this registry key is not present and will need to be created ]
Modify/Create the Value Data Type(s) and Value Name(s) as detailed below.
Data Type: DWORD Value // Value Name: DisableGPO
Setting for Value Data: [0 = Default (Enabled) / 1 = Disabled]
Exit Registry and Reboot
