Until every single snowflake has been documented / photo graphed and compared ot all other snowflakes, then that statement cannot be consdered 100% true. And as far as I know, no ones ever taken the time to do that, nor is it humanly possibly.

A snowflake is the result of water vapor condensing to become water, then freezing and growing ice crystals on a dust mote. Since the growth of the crystals is affected by so much, temp variations, wind effects, and more moisture, they all form or grow in a different pattern then fall to the ground.
