Seriously. Babies wer them coz they poop alot. But why do we have to wear them now?

cause male need to keep it from jumping around
female need it to keep some bacteria from going in

There are no laws that say we have to wear underwear. I don't wear any and haven't for a long time. However you didn't mention your age, so it might have something to do with your parents.

I wear a bra because I have large boobs and it's uncomfortable otherwise. I wear knickers when I wear a very short skirt,for decency's sake or when I wear shorts or jeans otherwise the seams are uncomfortable.I often don't wear knickers under long skirts/dresses.
