my turtles eyes are closed and they seem bulged wat is it?

If the turtle is just sleeping, the outer layer of "eyelid" is white and trnaslucent. This is normal.

If the turtle has its eye closed all the time, it is an idication of illness. It may be an eye infection, or it may be worse. Here is an excellent article from ATP:

It is very common for turtles to get eye infections. I would recomend taking it to the vet as soon as possible. If that is not an option for you then you can go to any pet store and buy drops to put in his eyes. The infections are typically caused from dryness. Get a shallow bowl and put warm water in it and let your turtle soak in that for about 15 minutes. Take a cotton ball and very gently go over your turtles eyes with some warm water.

Need more information. What kind of turtle? Do you have adequate filtration in its tank? Most likely a bacterial infection, try over the counter drops for fish (pop eye), clean the water and tank (DONT use soap!!, get the correct type of cleaner/sanitizer from a pet store) and make sure you have the right amount/type of filtration in the water.

I'm not sure if it's the same for reptiles, but in fish, it's pop eye and you need to get some medicine from a pet store. Call one, they could tell you over the phone what it is.
