Yes it is perfectly legal, abeit unethical, since they are selling you the manual. If it were not legal what could you actually do about it--probably nothing.
In the future keep in mind that any legit business will not ask you for an up front fee. If there is a fee it will be for a service not a product and will usually come with a 100% no questions asked money back guarantee. Plus they will have an easily found brick and mortar business.
Let this be a hard learned lesson and chalk it up to life's wisdom and move on. Sorry.

To be honest, you are probably not going to find an honest job working from home. 95% of any opportunities you find will require a start up fee or money up front for materials. They are a scam, don't get sucked in!!
I encourage you to immediately put these jobs out of your mind. Here are some of my tips when looking for a job....
Networking - Register at your local Unemployment Office (you don't need to be on unemployment to register for their assistance). They often will have networking groups on a regular basis. They also are a good source for the jobs that never show up in the paper or online.
Check your local paper -- In many cases the paper's classified are now online.
Search Smart Online -- If you don't have a lot of time, spend most of your time at sites that aggregate the job feeds from several job search engines. Prominently these include indeed.com and thingamajob.com.
Organization -- I use a FREE online application that allows you to keep track of your ads, jobs you apply for, and other correspondence such as cover and thank you letters. It's a very useful tool that keeps track of your job search history. This site is jobsearchlog.com. Everything on it is completely free, nothing to buy, just use it when on your job hunt.
Good Luck,
Karen

For the 99,687th time... The Internet is not some magical cash machine. There are NO online jobs. No data entry. No surveys. No clicks. Nothing. Anywhere. Really.

E-typist.com based in Stow, Ohio is not a scam. I have worked for them for over a year and am very satisfied. They did not ask for any money. Those that ask for money are probably a scam.
