Use any ip lookup tools available in internet (free).
From this you will come to know the organisation owning that global IP.
Next you follow up the organisation for exact details, without their help you will not succeed, as Police also gets all the IP related information from the organisation who owns it.

Here is a link to a place that will trace up to 20 IP addresses a day for no charge. You will not always get the exact adddress as the IP address may be private.

Try domaintools.com, it gives you a city. There are sites that offer you an actual street address for an ip at a fee but don't do it because it's illegal.

You can't, at least not easily. Unless they are using a staitc IP address, you would need the logs and records of the ISP, which would have to be subpoenaed. Forget it.

well goto www.dnsstuff.com and enter the IP address under the "City From IP" box.. its gives u a fairly exact address..!
