Just tell him politely that you are not interested. If he persists in harassing you, or treats you unfairly, then there are laws which protect the employee from this kind of behaviour. He will no doubt be aware of these laws so he would be wise to be careful. But don't be intimidated. If he persists then report him and his actions to his superior or to your human resources department (if there is one). In this scenario, any witnesses you have to his behaviour would be helpful.
But failing all else, try to avoid situations where you are alone with him. Try to make sure that there is always another person around when you speak with him.

Let him know that professionally and ethically having any type of exclusive social contact is out of the question until he quits his job and finds a new one.

You should check the human resource manual about sexual harrassment. your company i am sure has rules about it and even if they do not, you can let your supervisor know that it is unwanted harrassment and you do not appreciate it. talk with human resources and file a complaint. he obviously has already stepped over the line.

Tell him that he's making you feel uncomfortable and if he doesn't stop you will file a sexual harassment complaint. Definitely follow through with the claim if he doesn't stop.
