I think that Romania will participate in the world cup when they qualify for it, and they will win it when they win the final game.

About 2 Cups past they had a nice team. So maybe in the future they will be good again but not win the Cup

I think (though am not certain whether entries have been finalised yet), that they're in the 2010 qualifying tournament, so 2008 or so is the earliest they'll be participating. As to winning, who knows - the only team to have won outside their own continent has been Brazil, so we may have to wait for 2014 or so.
