What do you mean by "twice in a month"? Do you mean your period started on 1 April and again on 28 April? Or do you mean that your cycles are 14 days long?
Most women with normal cycles have cycles that are 24-40 days long. If you are bleeding more often that once ever 24 days, it is *usually* only one period, and ovulation bleeding. Do you have a period (bleeding for 3-7 days), then spotting (lighter in amount, darker, and shorter) alternately? If so, you have ovulation spotting. If you seem to be having a real period less than once every 20-24 days, see your doctor.
As for the case where you have 2 periods in 1 calendar month, it is perfectly normal. Your uterus can't read a calendar!!
Please read the book, _Taking Charge of Your Fertility_ by Toni Weschler. It explains the entire process in a lot of detail and will help you determine what is happening.

If twice a month has been the normal thing for you since you started seeing your mensuration then yes it is normal. Normal in the sense that usually there are exceptions to any general rule. If you do not feel sick in any way, and can live a normal and healthy life then there is no need to worry. If you are sickly, then see the doctor. Just understand that sometimes some people are made just slightly different - that makes them special you know!

Most females menstruate every 25-28 days, so yes, you can have your period twice in one month. You start counting the day you get your period and 25-28 days later (give or take) you should get your next period.
If you are menstruating twice a month, EVERY month, then something may be wrong and you should schedule an appointment with your OBGYN.

It happens. This happened to me when I was a teenager. I had to go on the pill to regulate my cycle. It's very common actually, and it sucks. It usually doesn't mean there is something seriously wrong, just that your hormones are out of wack or you body hasn't figured out how to regulate you cycle. Go get on the pill, your cycle will come once a month, it will be light, and as a bonus it will be the same time every month so no surprise periods. Good Luck.
