Impossible to answer!! In a certain field, yes, but overall there is no "smartest person in the world". Everyone is unique and in their own way smart.

Smartest person in the world is Thomas Edison. Without him, we'd still be living in the dark. Literally.

Osama Bin Laden- he lives in Caves, his whereabouts unknown , has no Army, or Industrial base -no Battleships , no Airforce, nothing in the way of a Military, yet he has the Worlds greatest Superpower , living in Fear- Spending billions to defend against him.
He controls millions of people, yet less than 1% of them have ever seen him or actual heard him speak.

The highest recorded IQ is Marilyn vos Savant - 228. She used to answer tough questions and brainteasers in Parade magazine years ago. I don't know if she still does.
