Its a Kilt and I wouldn't go to Scotland and call it a skirt if I were u.

It is a woven fabric, usually done in a twill weave with worsted wool; it is also commonly reffered to as tartan.

Clan designation is denoted by thread count, i.e., the number, type, and pattern of colored threads arranged in the kilt.
