Actually, they are rivals in terms of their love to Mikan Sakura. They both know to each other that they both love Mikan. But their still friends coz their relationship is so strong. Watch ep. 19, when natsume and ruka talked about who will be mikan's last dance.

yes...definitely....natsume love mikan,but,he's shy coz everybody thinks mikan is an"IDIOT"
