Many services on the web exist that offer 'annonymous' web browsing, e-mailing services for free.

However, if you want to see material that has been published for a particular country, these annonymous services *may* not work - simply because the administrators of the service you are trying to access anonymously, can easily configure their service to deny requests orginating from such anonymisers.

The alternative is to to 'spoof' your IP address; that is masquarade as a computer that is in the particular region of your choice - but bear in mind, such activity is not considered legal.
