With every degree, local time changes by 4 minutes. + if you are moving eastward and - if moving westwards. As you go east ward time increases so with these calculation it comes out to 03:20 PM. However standard time may differ as the standard time is for a particular area and is generally from mid longitude of that area.

logic would say 3:30 but common sense says 4:00 pm
