On hot days, the temperature of air decreases with height.
Therefore, the speed of light is large in the layers close to the road.
If we trace the propagation of light emanating from a point above the earth’s surface at a small angle from the vertical, the following situation is seen to prevail.
Each of the successive layers deflects the wave further and further away from the vertical.
When the angle of incidence becomes equal to the critical angle refraction ceases and total internal reflection occurs. By symmetry we can trace the remaining path of the wave up to our eye.
Thus we see the sky or objects reflected to ward us as if a mirror reflects the object.
This is the reason that this phenomenon is called ‘mirage”

The velocity of light is increased if it travels trough air with less density. If this happens the path of light will be bent (refraction).On a hot day, the pavement is hot, air adjascent to the pavement is hot too, hotter air has lesser density than air above it which is cooler. So when light just above the horizon strikes this layer of hot air it is bent. So the light you see is not coming from the pavement but is actually light from the object or sky above the horizon. This gives the appearance that there is water in the pavement reflecting the image of the horizon or sky or whatever. So don't chase after that cool water.

For a less reflective example of this, look across, not directly at, a black surface, like car hood or roof, on a very hot day in bright sunshine. You will see a blurriness there as well.
