What time is the earliest that a woman should feel safe going out by herself? In the morning?

You must really live in a rough neighborhood. These days most commuters are out by 7 AM for the morning rush. By 9 AM everyone else is usually out.
If I were you and didn't feel safe I would move.

depends on where she lives. I can go out whenever I want, because I live in a safe city

it depends on the country and the avenue she lives in... in my country it is safe all day and night long except for a number of avenues that are known to be full of drunk people.
