Actually, everyone else gave you the least common answers to this question. So let me answer the most common. Its called your Anti-virus or Firewall software. Specifically Norton Antivirus, McAfee Antivirus, Norton Firewall, etc.
For security purposes they like to block email when they are broken, first restart your computer. If that does not fix it, find the antivirus or firewall software in the lower righthand corner of the screen, right click on it, choose "exit" or "disable" or "shutdown", you get the idea. Then try your Outlook Express again. If the other suggestions didn't work, this one might.

Your question is presented in a quite confusing fashion. Is your email client Outlook Express ?
What about the mail you received was it thru a webmail client like Yahoo Mail, or MSN hotmail ? Can you make it more comprehensive ?

Open up outlook express, click on the "tools" tab. Scroll down to "accounts". Click on "properties", then the "servers" tab. If your incoming mail (POP3) and your outgoing mail (SMTP) address isn't the same that could be your problem. If you don't know what it's supposed to be, contact your Internet provider for help.

No one hundred percent sure but a while back had all of a sudden receiving,sending etc but had notation that Outlook is not a free service anymore=that may be your problem.

I wish you would have posted more details such as what email service you are using.
You have to set up a SMTP server in order to be able to send mail from an email client such as Outlook Express. You can set these up through gmail.com. See: http://mail.google.com/support/bin/answer.py?answer=13276&query=SMTP&topic=0&type=f
Also, you may find it easiest to get an account with hotmail. Those basically set themselves up for you. visit http://www.hotmail.com

Check your SMTP server address. There is most likely a problem with it if it's not letting you send any mail. Your POP address is fine if you can receive mail.

Dear Candy! its very common and simple problem! You can solve it very easily:
CAUSES:
I) Wrong out going mail server
ii) Outgoing port may be blocked by the ur service provider
iii) viruses ( like trojan hores)
IV) Y;OU can check out your firewall settings
Please check out the first two reason, Hope it will be all right
if still not working then go for next two
